How was EWSA created and funded?
EWSA was created by active legislation Act #809, House Bill 1565 on March 18, 1980 by Governor George Busbee and was amended March of 1985 by Act# 185 and Senate Bill #281 by Governor Joe Frank Harris. The Authority was funded by loans and grants through USDA (United States Dept. of Agriculture), DCA (Department of Community Affairs), GEFA (Georgia Environmental Facilities Agriculture) and Economic Development. The water plant was put into service July 1986 and the wastewater plant April 1996. EWSA currently has revenue bonds thru Knox Wall Underwriters.

What to do if you receive a high usage letter.

The following three procedures will help you check your service for possible problems:

1. Always check the meter reading first. Just read the meter and compare it to the meter reading on this letter to see if the meter was read correctly.
2. Check the leak indicator. Go to the meter when no water is being used in the house.  On the meter is a small red triangle or a flower shaped object called a Leak Indicator. If this is turning and no water is being used there is a leak somewhere in your line.
3. Check the calibration of the meter. This will take two people unless you have an outside water source at the water meter. First run the water until the long sweeping hand is on the zero. Second, write down the reading off the meter.  Third, draw out 10 gallons of water.  (Make sure you know where the “full” line is located on the container you use.) Then reread the meter to see if it shows 10 gallons of water used.

If you find the meter reading is incorrect or the calibration is incorrect please contact our office.  If neither of these is incorrect or if you have a leak, we cannot adjust your bill. If you would like our service man to check your meter please contact us but beware that if there is nothing wrong with the meter or the meter reading, we will have to charge you either $25 to check the meter or $38.00 for calibration.
If you should have any questions please contact us at our business office (706) 216-8474.

Is there a deposit required?
All new accounts will require a deposit. New customers will also be required to pay a new customer fee of $10.00.  At the time the application for water is made, the customer shall pay a security deposit based on the credit rating as determined by Equifax as follows:

620 & Above          Owner     $50.00

                               Renter    $100.00

Under 620              Owner     $200.00

                               Renter    $300.00

Commercial Accounts with Sewer are subject to the following deposits:  The sewer deposit is based on the above Equifax results.  The customer will be charged the stated amounts based on the number of ERUS the business is determined to use.  The water meter deposit will be 100% of the sewer deposit.

I have a creek (and/or a pond) in my backyard. Is it ok for me to pump water from it to irrigate my plants?
EPD discourages pumping water directly from creeks and rivers for irrigation purposes. During drought periods, water levels and flow in creeks and rivers are already low, and pumping water from them will further diminish habitat the water needed for wildlife and waste assimilation. For ponds, you will need to consult with the owner of the pond (i.e. homeowners association or golf course) and consult with the local authority who has jurisdiction over the service area, before you pump water from it. If collectively you and your neighbors are pumping more than 100,000 gallons from the pond or lake you need to apply for a permit from EPD.
