Bessie (Dolly) Pendley is the Treatment Systems Manager managing both Hightower Water Treatment Facility and Dawson Forest Water Reclamation Facility. Prior to joining the Authority, Mrs. Pendley has held several positions with Big Canoe, Environmental Management and City of Jasper. She brought 9 years of experience in water and wastewater treatment and operations.
Mrs. Pendley graduated in Pickens County. She holds a Class I Wastewater Certification, Wastewater Lab Analyst Certification and Class III Water Certification. She is a member of the Georgia Rural Water Association and the Georgia Association of Water Professionals.
Mrs. Pendley and her staff received the Georgia Association of Water Professionals 2003 and 2010 Outstanding Operation of a Non-discharge Land Application System, 2003 Region 4 Operation and Maintenance Excellence Award, 2003 National First Place Clean Water Act Recognition Award, Outstanding Aqua-ABR Plant Award for the past 14 years and the 2011 Georgia Association of Water Professionals Platinum Award in recognition of complete and consistent NPDES Permit Compliance for the past 10 years. She received the Etowah Water and Sewer Authority 2003 and 2009 Manager of the Year Award.
Mrs. Pendley has been married to her husband Larry for 42 years and has one child, Tina.
Hightower Water Treatment Facility was constructed in 1985 in order to provide services for development and growth in Dawson County, GA. The facility was expanded in 2010, and has a capacity of 5.5 mgd. It pumps raw water from the Etowah River. Operators staff the facility 24 hours a day year ‘round. We conduct over one hundred tests each day to ensure we provide the highest quality drinking water to our customers. The plant has won numerous awards from Georgia Association of Water Professionals for excellence in operations.
